A question of jealousy?<\/p>\n
Amid the increasing trust which the community is conferring on
\nthe National Commission on Human Rights, whose accomplishments
\nare viewed as improving, serious criticism is being voiced
\nagainst this independent institution, which was established by
\npresidential decree. Its critics comprise individuals holding
\npositions which are difficult to separate from the House of
\nRepresentatives. In their opinion, the Commission has overstepped
\nits authority and neglected to observe proper procedures,
\nparticularly in the case of the land dispute in the village of
\nTubanan in Tandes district, Surabaya.<\/p>\n
The dispute involves 63 hectares out of a total of 88 hectares
\nof land and affects thousands of occupants on the one side and
\nthe developer, PT Darmo Permai, on the other. The 22-year long
\ndispute led to the involvement of the National Commission on
\nHuman Rights, the last remaining institution on which the people
\nof Tubanan could pin their hopes.<\/p>\n
This valid criticism may be seen as a kind of indication of
\n\"jealousy\" which exists on the part of members of the House of
\nRepresentatives towards the National Commission on Human Rights,
\nwhich apparently is enjoying the growing trust of people who feel
\nthat their interests have been harmed. This phenomenon also seems
\nto indicate a lack of effectiveness on part of the House in the
\nway it is carrying out its legislative and representative
\nfunctions. We hope those who are criticizing the National
\nCommission of Human Rights will have the fairness to admit this
\nlack of effectiveness as felt by the public, who for that very
\nreason are putting more confidence in the commission.<\/p>\n
