        "content": "<p>A more effective legislature<\/p>\n<p>We'd like to underscore the view expressed by Dr. Sudjati<br>\nDjiwandono, a political observer of the Centre of Strategic and<br>\nInternational Studies that \"If the people's sovereignty still<br>\ndoes not function optimally and the executive branch remains<br>\ndominant, then the quality of our legislators, who are elected as<br>\na result of the 1997 general elections, cannot be hoped to be any<br>\nbetter than those produced in past elections.\"<\/p>\n<p>We have come to the conclusion that, in order for the<br>\nprinciple of the people's sovereignty to function in accordance<br>\nwith the dictates of the Constitution, the process of recruiting<br>\nour legislators must be independent. In other words, our<br>\nlegislators must be free from the effects of the screening<br>\nprocess conducted by the executive branch.<\/p>\n<p>In addition, the control function of the legislature vis-a-vis<br>\nthe executive branch must be made optimal.
