        "content": "<p>A minister for privatization<\/p>\n<p>From Pikiran Rakyat<\/p>\n<p>Chapter XIV, Article 33 of the 1945 Constitution stipulates<br>\nthe following:<\/p>\n<p>1. The economy is arranged as a common enterprise based on the<br>\nprinciple of family spirit, and thus such an enterprise should be<br>\nin the form of cooperatives.<\/p>\n<p>2. Production sectors which are significant for the state and<br>\nprimarily concern the welfare of society must be under the<br>\ncontrol of the state.<\/p>\n<p>3. Only enterprises which do not concern the welfare of society<br>\ncan be left to the control of the private sector.<\/p>\n<p>In relation to point number 2, it seems unwise to maintain the<br>\nexistence of the state companies including those in the provinces<br>\nas, instead of contributing to the state and provincial coffers,<br>\nthey have merely become a burden to the nation and a source of<br>\ncorruption, collusion and nepotism.<\/p>\n<p>Many state companies are not involved in vital and strategic<br>\nbusinesses which actually must be handled by the private sector<br>\nor cooperatives.<\/p>\n<p>We all know that state enterprises are supposed to be able to<br>\nsupport the national budget to finance our nation as well as<br>\nregional developments. Their contributions are drawn from the<br>\nprofits gained, and not by putting aside the operational costs<br>\nduring a specific period. Sadly, the companies, more often than<br>\nnot, suffer losses during that period. This is evident from their<br>\ngrowing debts which they are unable to pay.<\/p>\n<p>Given this state of affairs, in an effort to make our economy<br>\nhealthy, the government should seriously consider privatizing<br>\nstate companies and putting greater emphasis on the need for<br>\nintensifying cooperatives. So I suggest that the government<br>\nappoint a State Minister of Privatization.<\/p>\n<p>YUSUF R.<\/p>\n<p>Tasikmalaya, West Java<\/p>",
