        "content": "<p>A matter of intent<\/p>\n<p>The statement given by the chairman of the Jakarta State<br>\nAdministrative Court, HB Mangkudilaga, to the effect that many<br>\ngovernment officials are still reluctant to obey the Court's<br>\ndecisions seems disturbing enough to warrant discussion. As was<br>\nreported, according to the chairman not less than 30 to 40<br>\npercent of officials fail to abide by the Court's decisions.<\/p>\n<p>The reasons given are, first, the complexity of the<br>\nbureaucracy, which prevents those decisions from reaching the<br>\nlower echelons of the bureaucracy in time; second, the fact that<br>\nthe State Administrative Court itself is a new institution and<br>\ntherefore not very much known.<\/p>\n<p>We can understand that the Court's decisions tend to reach the<br>\nlower echelons slowly because of the bureaucratic hurdles they<br>\nmust pass. However, assuming that there is a strong enough<br>\nintention on the part of superiors to respect the law, surely<br>\nthere would be no need for the bureaucracy to become an obstacle.<br>\nRather, it could facilitate procedures.<\/p>\n<p>If the problem is that the State Administrative Court is not<br>\nfamiliar among officialdom, then the time has come that the<br>\nauthorities concerned take the proper steps to make it better<br>\nknown.<\/p>\n<p>-- Suara Karya, Jakarta<\/p>",
