Hartono is the first officer from the socio-<br>\npolitical branch to become Army Chief of Staff, but also because<br>\nmany people had speculated that Gen. Wismoyo's career would not<br>\nend at that position, but that he could for example have become<br>\nthe Armed Forces Chief Commander.<\/p>\n<p>We understand why President Soeharto has chosen the head of<br>\nthe Armed Forces (ABRI) head of socio-political affairs for the<br>\npost of Army Chief of Staff. The reason is that whether it wants<br>\nto or not the government has to apply the security approach and<br>\nthe prosperity approach concurrently in order to maximize the<br>\neffectiveness of ABRI's dual function.<\/p>\n<p>Many optimistic opinions have been expressed regarding Gen.<br>\nHartono's personal integrity. The Australian political scholar<br>\nand specialist on Indonesia Dr. Harold Crouch is of the view that<br>\nHartono is intelligent and active. He is close to the Association<br>\nof Indonesian Moslem Intellectuals but does not belong to it.<\/p>\n<p>Environmentalist Agus Mitfah is happy with Hartono's<br>\nappointment because the general has a great appreciation for the<br>\naspirations and dynamism of society as expressions of democracy<br>\nand responsibility towards development. In his position as ABRI<br>\nchief of socio-political affairs he often held dialogs with<br>\nleaders of non-governmental organizations, a routine which we<br>\nhope will continue.<\/p>\n<p>We would like to comment that whoever the person, any<br>\nappointment to a higher post in government, or the fact of being<br>\nentrusted with it, should not be seen as a favor but as a<br>\nresponsibility that must be carried out towards success.<\/p>\n<p>The higher the post and the greater its strategic importance,<br>\nthe more neutral the official must be and the more he must avoid<br>\ngiving an impression of partiality.<\/p>\n<p>-- Sinar Pagi, Jakarta<\/p>",
