        "content": "<p>Rejang Lebong, Bengkulu (ANTARA) - The Industry, Trade, Cooperatives,\nSmall and Medium Enterprises Office (Disperindagkop and UKM) of Rejang\nLebong Regency, Bengkulu Province, states that 75 out of 156 villages\nand sub-districts in the area have begun implementing the physical\nconstruction of Koperasi Merah Putih Desa Kelurahan (KMPDK) outlets.<\/p>\n<p>The Head of Disperindagkop UKM Rejang Lebong, Anes Rahman, when\ncontacted in Rejang Lebong on Wednesday, stated that the construction of\nthese KMPDK outlets is part of a village economic strengthening\nprogramme targeted for complete implementation by mid-2026.<\/p>\n<p>\u201cOf the 75 villages\/sub-districts currently building these Koperasi\nMerah Putih outlets, three have already been completed 100 percent,\nnamely the KMPDK outlets in Lubuk Ubar Village, Air Putih Baru, and\nPungguk Lalang,\u201d he said.<\/p>\n<p>He explained that although these three outlets have been completed\nphysically, operations have not yet started. Each KMPDK is still\nawaiting the distribution of supporting facilities and supplies of goods\nfor sale, such as staple foods and other essential needs.<\/p>\n<p>Regarding legality, he said that all 156 villages\/sub-districts\nspread across 15 sub-districts in Rejang Lebong already have management\nstructures and legal entities formed from the outset. However, many\nvillage\/sub-district parties are still constrained by land issues and\nthus cannot start physical construction.<\/p>\n<p>\u201cThe challenge for those who have not yet built the outlets is the\nlack of land. Additionally, the outlet construction site must be\nstrategic or along major roads because of its function as a trading\noutlet. If the position is in an alley or far from main road access, it\nis not suitable,\u201d he said.<\/p>\n<p>According to him, in line with the implementation guidelines (juklak)\nand technical guidelines (juknis), the programme budget is only\nallocated for the building and its contents, not for land acquisition.\nTherefore, villages or sub-districts are required to provide the land\nthemselves, either using regional government assets or unused community\nland.<\/p>\n<p>\u201cIt is very regrettable if villages or sub-districts miss this\nopportunity just because of land issues. This is a grant for the\nbuilding along with its contents,\u201d he said.<\/p>\n<p>As a solution to land limitations in some locations, the central\ngovernment is now offering the option of vertical (multi-storey)\nbuilding construction.<\/p>\n<p>\u201cBased on the results of the latest coordination meeting, there is a\npolicy change in the form of buildings for the second phase. For\nvillages with minimal land, the building can be multi-storey. For\nexample, the ground floor can be used for the KMPDK outlet and the upper\nfloor for the village office,\u201d said Anes Rahman.<\/p>",
