        "content": "<p>53 subdistricts at risk for fire<\/p>\n<p>JAKARTA: The city's top firefighter, Johnni Pangaribuan, said<br>\non Wednesday 53 of 167 subdistricts in the city's five<br>\nmayoralties were at risk for fire, particularly those districts<br>\nwith large slum areas.<\/p>\n<p>\"Shacks in slum areas are usually made of wood and other<br>\nflammable materials,\" he said.<\/p>\n<p>Johnni said the small alleyways in slum areas made access<br>\ndifficult, hampering the work of firefighters.<\/p>\n<p>According to data from the fire department, there are at least<br>\ntwo fires a day in the city.<\/p>\n<p>Johnni said there had been over 400 fires in the city since<br>\nthe start of the year.<\/p>\n<p>A lack of human resources and substandard equipment are the<br>\nmain difficulties facing the department, Johnni said.<\/p>\n<p>He also said that Jakarta only had 900 hydrants across the<br>\ncity, far below the ideal number of 20,000. -- JP<\/p>",
