$500m business center still requires permit<\/p>\n
JAKARTA (JP): The proposal for the construction of a business
\ncenter on the existing site of the city police headquarters in
\nSouth Jakarta has not as yet been submitted to City Hall.<\/p>\n
Governor Surjadi Soedirdja told reporters yesterday that the
\nadministration, therefore, has not changed the city planner's
\nsite plan.<\/p>\n
According to city planning, only government offices are
\nallowed to stand on the 14.5 hectare plot, where the city police
\nheadquarters now stands.<\/p>\n
Governor Surjadi Soedirdja told reporters yesterday that
\nprivate developer PT Mandala Pratama Permai has not yet filed a
\ncomplete, concrete proposal to his office.<\/p>\n
PT Mandala Pratama Permai and the National Police have signed
\na deal over the city police headquarters' plot. The deal says the
\ncompany is granted the right to develop 6.5 hectares of the 14.5-
\nhectare plot into a commercial center.<\/p>\n
The company, controlled by Hutomo Mandala Putra, son of
\nPresident Soeharto, will build a business center, hotel,
\napartments, shopping centers and other facilities.<\/p>\n
In return, the city police will get a new 24-story office
\nbuilding complete with up-to-date equipment on the remaining
\nland. The company will also provide the city police with 50
\nhectares of land in Serpong in Tangerang for a housing complex
\nfor police families.<\/p>\n
The whole project, including land compensation for the police,
\nwill cost Mandala Pratama Permai Rp 1.1 trillion (US$500
\nmillion).<\/p>\n
Obligation<\/p>\n
Surjadi said the developer is obliged to officially ask city
\nadministration to change the city planner's site plan before
\nstarting the project.<\/p>\n
The city administration also needs a copy of the barter
\nagreement from the Ministry of Finance.<\/p>\n
City councilors have commented on the barter deal. They said
\nthe changing of the site plan should get approval from the city
\ncouncil.<\/p>\n
The vice speaker of the council, Ismunandar, said that the
\ncity administration has never discussed the police headquarters
\nlocation with the councilors. \"We have no idea about the possible
\nchange in the site plan,\" he said.<\/p>\n
Chairman of the Armed Forces faction, Nawadji, said that
\neverybody should abide by the rule in such a case. He said the
\ncity administration must take action as soon as possible.<\/p>\n
\"The city administration should be responsive in making the
\ndeveloper follow the standard procedure,\" Nawadji said.<\/p>\n
A reliable sources told The Jakarta Post early this week that
\npolice will start moving out of the headquarters next month to
\nclear the way for the project.<\/p>\n
The sources said the police will temporarily use the veteran's
\nbuilding, the Granadha building, located across from the
\nheadquarters.<\/p>\n
The new police office is scheduled for completion next year.<\/p>\n
The 33-year-old Jakarta Police headquarters is located in a
\nstrategic location, just south of the Semanggi cloverleaf
\nintersection, facing onto both Jl. Jenderal Sudirman and Jl.
\nGatot Subroto.<\/p>\n
Currently, prices of land in the area, known as the Golden
\nTriangle, could reach around Rp 4 million (US$1,758) per square
