        "content": "<p>As many as 4,536 part-time Pegawai Pemerintah dengan Perjanjian Kerja\n(PPPK) in the Nusa Tenggara Timur (NTT) provincial government have\nofficially received the Governor\u2019s Decree (SK). The handover was\nconducted directly by NTT Governor Emanuel Melkiades Laka Lena at the\nGovernor\u2019s Office, on Tuesday (31\/3\/2026).<\/p>\n<p>In his speech, Laka Lena stressed that NTT requires civil servants\n(ASN) capable of providing solutions to various local issues, rather\nthan merely performing administrative tasks.<\/p>\n<p>\u201cNTT needs ASN who are present as solutions, not just implementers,\nwith empathy and sincerity,\u201d said Laka Lena in his remarks.<\/p>\n<p>He explained that the thousands of part-time PPPK who received the SK\nhave met the requirements for appointment in 2026 and are now officially\npart of the NTT provincial government\u2019s ASN. The local government, he\nsaid, has also allocated a budget to support the salaries of these\nPPPK.<\/p>\n<p>\u201cThey are now officially ASN of NTT Province with part-time PPPK\nstatus. I, along with the Deputy Governor and the entire apparatus, have\nallocated the budget for these part-time PPPK,\u201d he clarified.<\/p>\n<p>According to Laka Lena, the appointment of PPPK, whether in phase I,\nphase II, or part-time, has been maximised so that all can be realised\nthis year. He emphasised that the received SK is not the end, but the\nbeginning of service to the community.<\/p>\n<p>\u201cNTT needs ASN who are present as solutions, not just implementers,\nwith empathy and sincerity,\u201d he asserted.<\/p>\n<p>Meanwhile, the Head of the NTT Regional Civil Service Agency (BKD),\nKanisius Mau, stated that the handover of SK to the 4,536 part-time PPPK\nis part of the 2025 budget implementation and falls under phase I.
