39 products faced dumping claims last year<\/p>\n
JAKARTA (JP): Several countries filed dumping claims on 39 of
\nIndonesia's export commodities last year, says an official of the
\nIndonesian Anti-Dumping Committee.<\/p>\n
Committee Chairman T.L. Yousuf said during 1996 Indonesia also
\naccused a number of importing countries of the same offense.<\/p>\n
Yousuf said Wednesday the dumping claims on Indonesian
\nproducts included those from the United States, for melamine
\nproducts, and Australia, for A4-size photocopy paper.<\/p>\n
Since an anti-dumping law was established in Indonesia last
\nyear, Indonesia has so far filed claims against products from
\nSouth Korea and Taiwan, for synthetic fiber; from Thailand and
\nIndia, for carbon paper; and from Russia, India, China and
\nUkraina, for steel plates.<\/p>\n
Yousuf said there were several other countries accused of
\ndumping their products in Indonesia and were now being assessed
\nby the Anti-Dumping Committee.<\/p>\n
He said most of the alleged dumping practices might have been
\ndone by exporters before Indonesia introduced the laws last year.<\/p>\n
\"The United States and Australia have long applied anti-
\ndumping laws,\" Yousuf said in Antara.<\/p>\n
He said Indonesia's anti-dumping clauses conformed with
\ninternational regulations and with Indonesia's long-term
\ninterests.<\/p>\n
He said Indonesia's manufactured product industries were often
\ncharged with anti-dumping claims and exporters frequently
\nsuffered from \"hidden protectionist measures\" when in fact
\n\"Indonesia was clearly not dumping\".<\/p>\n
Yousuf said the Indonesian Chamber of Commerce and Industry
\nhad often advised exporters to understand the anti-dumping laws
\nof their foreign trade partners.<\/p>\n
Indonesia's anti-dumping laws, he said, were not meant as a
\nprotectionist measure.<\/p>\n
Yousuf said the industrial areas in Indonesia, such as Batam,
\nwere prone to anti-dumping claims.<\/p>\n
Giving an example, he said that if an item produced by a
\nJapanese company was subject to an anti-dumping claim from the
\nEuropean Union (EU), Batam could be effected if the Japanese
\ncompany manufactured the item there.<\/p>\n
The EU would investigate the origin of the product and
\ncalculate the product's local content.<\/p>\n
\"If it is less than 40 percent, for example, Japan will have
\nto pay and Batam will be effected. In cases such as these, we can
\nnegotiate with Japan and ask it to not only invest in assembling
\nprojects but to also increase local content as required (by the
