30 skyscrapers lack green standards<\/p>\n
JAKARTA (JP): About 30 of Jakarta's 300 high rise buildings
\nwere never the subject of an environmental impact study, an
\nofficial disclosed yesterday.<\/p>\n
These studies ensure that buildings are environmentally
\nfriendly, the head of the city's environment bureau, Aboejoewono
\nAboeprajitno, said in a seminar on environmental management at
\nSahid Jaya Hotel.<\/p>\n
\"Buildings must be developed as part of their surroundings,
\nthey should be safe and the impact that they have on their
\nsurroundings should be transparent and predictable,\" he said.<\/p>\n
Many buildings developed without environmental impact studies
\nbecame troublesome at a later date, he said, citing fatal
\naccidents involving construction workers as examples.<\/p>\n
When accidents occur, the administration is blamed, he
\nsaid.<\/p>\n
\"My bureau has been accused of failing to control contractors.<\/p>\n
\"If the contractors had some environmental awareness in the
\nfirst place, there would not have been any problem.\"<\/p>\n
Environmental impact studies call for measures to control the
\neffects a building will have either during or after construction.
\nThe studies examine the \"dewatering\" impact, ground water
\nquality, workers' safety and welfare, traffic, noise pollution,
\nair quality and sanitary and solid waste disposal.<\/p>\n
Aboejoewono said there have been problems in the monitoring
\nand administering of studies.<\/p>\n
\"One problem is the shortage of field officers who could
\nroutinely monitor the rapid development of Jakarta,\" he said.
\n\"Another is the leniency of sanctions for contractors who fail to
\nmeet the requirements.\"<\/p>\n
Deputy Governor for Economy and Development TB. M. Rais told
\nthe seminar that the city has repeatedly called on building
\ncontractors to preserve the environment.<\/p>\n
He said all contractors and factory owners are required to
\ninstall waste treatment plants by law but some companies have
\nfailed to heed the rules and even failed to conduct environmental
\nimpact studies.<\/p>\n
