The Binjai City Government in North Sumatra is accelerating the\nprocurement and implementation of 264 post-disaster recovery activity\npackages. The acceleration is intended to ensure that the additional\nRegional Transfer (TKD) funds of Rp 146.72 billion quickly deliver\nimprovements to infrastructure, educational facilities, river\nnormalisation, and basic services needed by the community.<\/p>\n
As of 27 August 2026, the financial realisation of Binjai City\u2019s\nadditional TKD funds had only reached Rp 821.54 million, or\napproximately 0.56 percent of the total budget. This situation indicates\nthe need for acceleration from the planning, procurement, contract\nsigning, and field implementation stages.<\/p>\n
Of the 264 planned packages, 113 packages remain in the planning\nstage and 122 packages are in the tender process. In addition, two\npackages use direct procurement, 25 packages are being handled through\ne-purchasing, and two packages have been realised.<\/p>\n
In the education sector, recovery is directed at 21 primary schools,\ncomprising 12 lightly damaged schools and nine moderately damaged\nschools. The handling also covers two lower secondary schools that\nsuffered light damage.<\/p>\n
All of this work has been included in work packages funded through\nthe additional TKD for the 2026 fiscal year.<\/p>\n
Recovery also covers three rivers requiring rehabilitation, namely\nthe Bingai River, the Mencirim River, and the Bangkatan River. Handling\nof the Bingai and Mencirim rivers will be submitted to the Ministry of\nPublic Works through the River Basin Agency in accordance with its\nauthority, while the Bangkatan River has been accommodated through the\nadditional TKD.<\/p>\n
For the housing sector, 22 permanent housing units under an in-situ\nscheme have been included in the Additional Budget programme of the\nNational Disaster Management Agency (BNPB). The budget is already\navailable in the BNPB DIPA, but implementation remains in the planning\nstage.<\/p>\n
Deputy Head of the National Post for the Sumatra Post-Disaster\nRehabilitation and Reconstruction Acceleration Task Force (Satgas PRR),\nAir Vice Marshal Ridha Hermawan, said most priority sectors have\nreceived budget support. However, coordination and implementation need\nto be accelerated so that the budget can immediately benefit the\ncommunity.<\/p>\n
\u201cPost-disaster handling in Binjai City has generally received funding\nsupport, particularly for educational facilities, river normalisation,\nand in-situ permanent housing. However, acceleration of coordination and\noversight across ministries and agencies as well as the Binjai City\nGovernment needs to be strengthened so that activities that already have\nbudgets can be implemented immediately,\u201d Ridha said in a written\nstatement on Saturday (29\/8\/2026).<\/p>\n
On the other hand, seven of the eight affected places of worship\nstill have not received budget support. One Buddhist temple has been\nincluded in the Ministry of Religious Affairs\u2019 Additional Budget\nprogramme, while funding for five lightly damaged places of worship and\ntwo moderately damaged places of worship is still being pursued.<\/p>\n
The community economic recovery programme has also been running\nthrough woven craft technique training attended by 50 participants with\nsupport from the Ministry of Creative Economy. Meanwhile, the handling\nof a bridge in Tanah Merah Urban Village, South Binjai District, which\nhas been cut off since 2024, has been accommodated through the BNPB\ngrant programme.<\/p>\n
