More than 25,000 workers have not received their legally mandated Hari Raya Holiday Allowance (THR) despite the government deadline having passed, according to the Indonesian Confederation of Workers' Unions (KSPI). The union has named multiple companies, including PT Wiska, PT Rikispotindo, and PT Amos Indah Indonesia, where workers have been denied both THR and regular wages, with some factories seized by workers due to disappeared employers. KSPI is calling for government enforcement action rather than appeals, and has announced demonstrations before Hari Raya and a direct appeal to President Prabowo Subianto.

The Indonesian Confederation of Workers’ Unions (KSPI) has revealed
that thousands of workers remain without their Hari Raya Holiday
Allowance (THR) despite the government’s payment deadline having passed.
According to reports received, more than 25,000 workers have failed to
receive their THR entitlement.

Said Iqbal, President of KSPI and also President of the Workers’
Party, stated that the THR payment deadline fell seven days before Hari
Raya, as announced by the Minister of Labour Yassierli. However, reports
from the field continue to show numerous companies have failed to meet
their obligations.

“From reports received by the Orange Post of the Workers’ Party and
KSPI, more than 25,000 workers did not receive THR. These are reports
from the ground, directly from workers in factories,” Said Iqbal said in
a statement on Friday, 13 March 2026.

He explained that reports came from workers directly communicating
conditions at their workplaces. Beyond receiving reports, KSPI and the
Workers’ Party teams have also visited numerous factories to advocate
and defend the rights of workers denied their entitlements.

KSPI has documented several companies reported to have failed to pay
THR to workers. One is PT Wiska in Bandung, which is reported to have
also failed to pay worker wages for the past three months. “At PT Wiska
Bandung, wages for three months alone remain unpaid, let alone THR,” he
said.

Other companies reported to have withheld THR payments include PT
Istana Baladewa in Bandung, PT Namasindo in West Bandung Regency, and PT
Sinarup in Bogor. The largest number of affected workers is reported at
PT Rikispotindo in Bogor, where approximately 2,000 workers are reported
to have received neither THR nor wages. A similar situation occurred at
PT Amos Indah Indonesia in the KBN Cakung industrial zone in North
Jakarta.

According to Said Iqbal, conditions at these two companies have even
prompted worker action to seize control of the factories due to the
unclear whereabouts of the employers. “At PT Rikispotindo and PT Amos
Indah Indonesia, factories have even been taken over by workers because
the employers’ whereabouts are unclear,” he stated.

He contended that the government has demonstrated no concrete steps
in sanctioning companies violating THR payment obligations. In his view,
various appeals issued by the Ministry of Labour have been disregarded
by non-compliant companies. “The Minister of Labour’s rhetoric should
cease. There are no real actions. The government appears powerless
against companies failing to pay THR,” he insisted.

KSPI also notes that THR avoidance practices repeat annually, with
tactics including halting production before the holiday or furloughing
workers despite valid employment contracts. Additionally, Said Iqbal
referenced the case of Sritex, which reportedly has yet to pay THR to
its workers despite prior government assurances that payment would be
made. “This is the second Hari Raya where THR remains unpaid. Even
severance payments owed to workers have not been disbursed,” Said
noted.

KSPI has also flagged concerns regarding Holiday Bonuses (BHR) for
online motorcycle taxi drivers. According to KSPI members working as
online drivers, the BHR received last year was merely approximately
Rp50,000. “This year it is estimated between Rp50,000 and Rp100,000.
Many receive nothing at all due to extremely difficult conditions being
imposed,” he said.

Consequently, KSPI is urging the government to move beyond mere
appeals and enforce the law against companies breaching THR payment
obligations. “Law enforcement must be implemented. Take offending
companies to court. No more rhetoric,” he said.

As a next step, KSPI, supported by the Workers’ Party, stated it will
organise demonstrations before Hari Raya to pressure companies to
immediately pay THR to workers. “KSPI, supported by the Workers’ Party,
will conduct actions at factory locations or at the Ministry of Labour
two days before Hari Raya to ensure companies pay THR to workers,” he
stated firmly.

KSPI has also sought direct attention from President Prabowo Subianto
to ensure the government takes firm action against companies failing to
meet their obligations to workers.
",
