        "content": "<p>The Ministry of Home Affairs (Kemendagri), in partnership with\ndetikcom, is organising an awards event titled the 2026 Outstanding\nRegional Government Awards. One of the featured categories focuses on\nResident Access to Educational Services.<\/p>\n<p>This commitment aligns with the 6th \u2018Asta Cita\u2019 of President Prabowo\nSubianto, which emphasises the importance of education in the\ndevelopment towards \u2018Indonesia Emas\u2019 (Golden Indonesia). Education\nserves as the primary foundation for improving the quality of human\nresources and driving regional progress. The commitment and innovation\nof local governments are key to overcoming geographical and economic\nbarriers, ensuring every child receives an equal right to learn.<\/p>\n<p>The Deputy Minister of Home Affairs, Ribka Haluk, stated that\naccording to Law Number 23 of 2014 concerning Regional Government,\nspecifically Article 12, paragraph (1), education is a mandatory\ngovernment affair related to basic services. Therefore, local\ngovernments have a responsibility to ensure every citizen obtains their\nright to educational services in a fair, equitable, and inclusive\nmanner.<\/p>\n<p>\u201cEducation is a right for every citizen, including those from\nvulnerable groups. This includes people with disabilities and those\nliving in pockets of extreme poverty,\u201d Ribka noted recently.<\/p>\n<p>Recognising the crucial role of local governments in expanding\neducational accessibility, the Ministry of Home Affairs will evaluate\nregional government performance across several basic services directly\nrelated to educational services for the entire community. The assessment\nfocuses on various crucial indicators, such as the teacher distribution\nindex, the ratio of study groups per classroom, Expected Years of\nSchooling (HLS), Net Enrolment Ratio (APM), and the proportion of\nstudents proficient in literacy skills as per the National\nAssessment.<\/p>\n<p>The awards ceremony is expected to serve not only as a form of\nappreciation but also as a motivator for other regional governments to\ncontinuously improve the quality and equality of educational access to\nproduce a superior future generation.<\/p>\n<p>The series of events for the 2026 Outstanding Regional Government\nAwards (Batch II, Sulawesi Region) will be broadcast live via streaming\non detikcom and detikSulsel on Friday, 18 September 2026, at 19:00\nWITA.<\/p>",
