The West Nusa Tenggara (NTB) Regional House of Representatives (DPRD)\nhas ratified the 2026 Revised Regional Budget (APBD-P). During the\ndeliberations, the DPRD NTB Budget Committee (Banggar) noted that the\nrevised budget faces a deficit of Rp 369.617 billion and provided nine\nspecific notes to the NTB Provincial Government.<\/p>\n
Spokesperson for the NTB DPRD Budget Committee, Didi Sumardi,\nrevealed that NTB\u2019s revenue is projected at over Rp 5.683 trillion,\nwhile regional expenditure has swelled to over Rp 6.053 trillion. This\nimbalance has resulted in a deficit of more than Rp 369.617 billion.<\/p>\n
\u201cThis budget deficit is planned to be covered through regional\nfinancing, including the use of the Remaining Budget Surplus (SiLPA) of\nover Rp 431.016 billion and the payment of principal loans amounting to\nover Rp 61.399 billion,\u201d Didi stated during the Plenary Session on\nFriday afternoon (18\/09\/2026).<\/p>\n
However, Didi noted that regional revenue realisation as of 15\nSeptember 2026 had only reached 66.53 per cent. Consequently, the NTB\nProvincial Government has been urged to work extra hard to complete the\nremaining revenue targets within the remaining period of the fiscal\nyear.<\/p>\n
\u201cWhile this revenue realisation information is important, the Budget\nCommittee must ensure that the remaining revenue targets, financing\nsources, and regional obligations can be met by the end of the year\nwithout disrupting public services,\u201d said Didi.<\/p>\n
9 Budget Committee Notes<\/p>\n
The NTB DPRD Budget Committee provided nine key recommendations and\nnotes to maintain healthy regional financial governance and ensure the\nbudget impacts community welfare.<\/p>\n
The first note emphasises the importance of revenue mitigation\nscenarios, requesting the NTB Provincial Government to immediately\nconduct reconciliation and updates on revenue projections, ranging from\nRegional Original Income (PAD) and Transfer Funds to under-distributed\nRevenue Sharing Funds (DBH).<\/p>\n
Furthermore, the Provincial Government is required to prepare\nmitigation scenarios in the event targets are not met by separating\nmandatory protected spending from postponable expenditure. The Committee\nalso highlighted the need for a thorough reconciliation of SiLPA\nbalances, the effectiveness of PT SMI loan restructuring, and certainty\nregarding the payment of remaining revenue sharing fund obligations to\nregencies and cities.<\/p>\n
Regarding expenditure, Didi emphasised that the Committee recommends\nsharpening budget allocations and postponing activities that lack\nsufficient readiness by the end of the year.<\/p>\n
\u201cWe also requested the Provincial Government to re-verify and\nre-validate the list of 5,162 recipients of social assistance, grants,\nand financial aid to ensure distribution is targeted and transparent,\u201d\nthe Golkar politician asserted.<\/p>\n
For physical works, all agricultural projects and infrastructure\nadded in the revised budget must ensure site readiness and adherence to\nimplementation schedules. In basic services such as education and\nhealth, the Provincial Government is asked to ensure adequate personnel\nspending and maintain Minimum Service Standards (SPM), medicine\navailability, and hospital operations.<\/p>\n
\u201cThe Committee also requested the alignment of discrepancies between\ndocument versions and detailed explanations regarding the budget shift\nof approximately Rp 76 billion in 2025,\u201d he added.<\/p>\n
The Provincial Government was also reminded to account for potential\ndebt obligations and the maintenance of new assets in the 2027 budget,\nas well as to prepare Unforeseen Allowances (BTT) for disaster\nmitigation.<\/p>\n
\u201cFinally, given the relatively short time remaining, the NTB\nProvincial Government is encouraged to accelerate the digitalisation of\nthe management and utilisation of unproductive regional assets to boost\nPAD in a measurable manner,\u201d he concluded.<\/p>\n
Didi emphasised that all oversight and notes were provided to\nmaintain the integrity of public services and reduce poverty rates in\nNTB.<\/p>\n
\u201cIt is hoped that this Revised Budget can maintain the continuity of\npublic services, meet regional obligations, and direct the budget\ntowards programmes that provide real benefits to the community,\u201d he\nstated.<\/p>\n
The Vice Governor of NTB, Indah Dhamayanti Putri, stated that this\n2026 budget revision instrument ensures the availability of adequate\nbudget allocations. The Unforeseen Allowance (BTT) has reached Rp 40\nbillion, intended for clean water interventions and food security.<\/p>\n
\u201cWe, along with the regencies and cities, continue to work\nhand-in-hand to distribute clean water and strengthen emergency\nmitigation so that the community\u2019s burden can be addressed optimally,\u201d\nsaid Dinda.<\/p>\n
Dinda also expressed confidence that regional economic growth would\nbe bolstered by the 2026 MotoGP event at the Mandalika Circuit in\nCentral Lombok, scheduled for early October.<\/p>\n
