        "content": "<p>1,600 factories guilty of dumping toxic waste<\/p>\n<p>JAKARTA (JP): Jakarta City Deputy Governor for Economic and<br>\nDevelopment Affairs Tb. M. Rais said yesterday that at least<br>\n1,600 factories in Jakarta are guilty of dumping poisonous waste.<\/p>\n<p>\"Considering the figure, there is a lot that we must do,\" Rais<br>\nadmitted.<\/p>\n<p>Rais was speaking during a signing ceremony of a document<br>\naffirming a commitment on proper waste management between<br>\nindustrial companies and the Environmental Impact Management<br>\nAgency (Bapedal).<\/p>\n<p>At least 100 big industries in Jakarta and surrounding areas,<br>\nincluding Texmaco, Argo Pantes, Garuda Indonesia and Chandra<br>\nAsri, have signed the pledge to obey government regulations on<br>\npoisonous waste management.<\/p>\n<p>During the past 25 years many structural changes have taken<br>\nplace, including in the social, economic and physical<br>\nenvironments, Rais said.<\/p>\n<p>\"But frankly speaking we have to admit that progress in one<br>\narea has not yet produced an agreeable picture in other fields,<br>\nparticularly that of the environment. We have felt the effect of<br>\nair pollution caused by traffic. And from the media we learn that<br>\ncertain places are running out of water. In addition, we have<br>\nwater pollution in Jakarta's rivers. These things give us cause<br>\nfor concern,\" Rais said.<\/p>\n<p>Rais added that the pollution problem in Jakarta is growing<br>\nexponentially.<\/p>\n<p>The document, according to Rais, will help local<br>\nadministrations and related institutions speed up the process of<br>\nmanaging poisonous waste in the city.<\/p>\n<p>Bapedal chairman Nabiel Makarim said that the pledge was a<br>\nresult of the \"partnership approach\" outlined by the Ministry of<br>\nEnvironment to ensure the implementation of the existing<br>\nregulations on waste management.<\/p>\n<p>\"For those who refuse to accept the policy we will take the<br>\nlegal approach,\" Nabiel promised.<\/p>\n<p>Minister of Environment Sarwono Kusumaatmadja said that big<br>\ncompanies in Jakarta, Bandung and their surrounds must complete<br>\ntheir hazardous waste treatment plants by December this year.<\/p>\n<p>\"The government will bring any companies violating the<br>\ngovernment decree on hazardous waste management into court if<br>\nthey fail to have waste treatment facilities by December this<br>\nyear,\" he told reporters.<\/p>\n<p>PT PPLI<\/p>\n<p>The general director of the state-owned aircraft company IPTN,<br>\nA. Widyanarso Doeriat, said IPTN has negotiated for certain<br>\ncategories of its waste products to be treated by the PT Prasadha<br>\nPamunah Limbah Industri (PPLI), a waste treatment company jointly<br>\nowned by Waste Management International of Britain, and PT<br>\nBimantara Citra, a private firm owned by Bambang Trihatmodjo and<br>\nthe Bapedal.<\/p>\n<p>PPLI, which began operating in January last year, is located<br>\nin Cileungsi, West Java. It is the first plant of its kind in<br>\nIndonesia and reportedly the largest in Southeast Asia.<\/p>\n<p>\"We send our waste to PPLI because we cannot treat the waste<br>\nourselves. Besides, it is more economical,\" Doeriat said, adding<br>\nthat the cost is being negotiated. (01)<\/p>",
