        "content": "<p>The Head of the West Java Department of Manpower and Transmigration,\nI Gusti Agung Kim Fajar Wiyati Oka, stated that as of Sunday, 15 March\n2026, 157 companies in West Java were reported by 194 complainants\nregarding issues with the payment of Tunjangan Hari Raya (THR, religious\nholiday allowance). The complaints were filed through the\nposkothr.kemnaker.go.id portal.<\/p>\n<p>The complaints include companies that have failed to pay THR\nentirely, those that have paid the allowance incompletely in violation\nof regulations, and those that have made late payments of the holiday\nallowance.<\/p>\n<p>Kim Agung stated that labour inspectors would subsequently conduct\ninspections at each company to verify the complaints. If violations are\nfound, the companies will receive an inspection notice as a warning for\nnon-compliance with THR payment regulations.<\/p>\n<p>The warning issued is Notice 1, which requires companies to pay\nworkers\u2019 THR within a seven-day period. If payment is still not made,\ncompanies will receive Notice 2, providing an additional seven-day\nextension to fulfil the THR payment obligation.<\/p>\n<p>\u201cIf after Notice 2 is issued, THR is still not paid, then a\nrecommendation will be issued and submitted to the regional head\n(governor\/mayor\/regent) to be given administrative sanctions in the form\nof fines or restrictions on business activities,\u201d said Kim Agung, as\nquoted from the West Java Public Relations press release on Tuesday, 17\nMarch 2026.<\/p>\n<p>Separately, the Chairman of KSPSI West Java, Roy Jinto, stated that\nto date his organisation has not received complaints from members\nregarding the payment of the holiday allowance. \u201cFrom SPSI members there\nhave been no reports of non-payment of THR, but we do not know about\nthose outside our membership,\u201d he said when contacted by Tempo on\nTuesday, 17 March 2026.<\/p>\n<p>Roy stated that member reports on THR payments received are in\naccordance with THR regulations. \u201cTHR payments vary\u2014some are one month\u2019s\nwages, some are above that according to their employment agreements,\u201d he\nsaid.<\/p>\n<p>The Department of Manpower and Transmigration opened a THR complaint\ndesk from 14 March 2026 and closed it on 27 March 2026.<\/p>",
