151 legislators propose memo on Gus Dur's faults<\/p>\n
JAKARTA (JP): A total of 151 legislators from five political
\nparties submitted to House on Wednesday a proposal for a
\nmemorandum accusing President Abdurrahman \"Gus Dur\" Wahid of
\ninadequacies and questionable behavior.<\/p>\n
The 500-strong House can only call for the People's
\nConsultative Assembly (MPR) to hold a special session to impeach
\nthe President if the latter ignores a memorandum twice.<\/p>\n
Zulvan Lindan, spokesman for the legislators, said they
\nexercised \"their opinion rights\" to ask the House to issue a
\nmemorandum in connection with the President's alleged breaches of
\nthe constitution, state policy, the presidential oath and several
\nMPR decrees.<\/p>\n
\"According to the constitution and the House's internal rules
\nand our moral obligation to protect the nation, we are exercising
\nour opinion rights concerning the violations committed by
\nPresident Abdurrahman Wahid,\" Zulvan of the Indonesian Democratic
\nParty of Struggle (PDI Perjuangan) said.<\/p>\n
The President, he said, violated the constitution by allowing
\nthe Irianese to raise the Morning Star flag.<\/p>\n
He said the President violated the 1966 Provisional MPR decree
\nbanning of the communist party, the 2000 MPR decree on the
\nappointment of National Police chief and the 2000 MPR decree on
\nthe delegation of day-to-day administrative duties to Vice
\nPresident Megawati Soekarnoputri.<\/p>\n
\"The President has openly called for the revocation of the
\n1966 MPRS decree banning the communist party, Marxism and
\nLeninism and this has caused confusion among people and sparked
\nprotests from numerous sides,\" he said.<\/p>\n
Another mistake the President made was appointing Gen. Suroyo
\nBimantoro as National Police chief replacing Gen. Rusdihardjo
\nwithout the House's prior approval as stipulated in a 2000 MPR
\ndecree. The House accepted Bimantoro's appointment on Tuesday.<\/p>\n
Zulvan said the President has yet to delegate day-to-day
\nadministrative responsibilities to the vice president, although
\nhe has issued a decree on sharing the presidential workload.<\/p>\n
The President also violated the 1998 MPR Decree on clean
\ngovernment as the government was unable to try former president
\nSoeharto, his family and cronies over corruption during 32 years
\nof his rule, Zulvan said.<\/p>\n
\"The President has delayed the prosecution of conglomerate
\nowners Syamsul Nursalim, Marimutu Sinivasan and Prayogo Pangestu,
\nall Soeharto cronies,\" he said.<\/p>\n
He said the President has not explained the reasons for the
\ndismissal of two economic ministers in April, a violation of the
\n1999 law on composition of MPR, House, provincial and regency
\nlegislatures.<\/p>\n
The proposal for the memorandum gained support from 47
\nlegislators from PDI Perjuangan, 37 from Golkar, 22 from the
\nReform faction, 10 from the Crescent Star Party (PBB) and one
\nfrom the Ummat Sovereignty faction.<\/p>\n
Legislators from the National Awakening Party (PKB), known as
\nstaunch Abdurrahman supporters, the Indonesian Military\/National
\nPolice faction and the Indonesian Nationhood (FKKI) faction have
\nrefused to support the proposal.<\/p>\n
House Speaker Akbar Tandjung, who received the proposal,
\ndeclined to give his personal view, saying he would just follow
\nprocedures and let the House decide in a plenary session
\nscheduled for Monday next week.<\/p>\n
\"If the majority of the House supports the proposal, the
\nHouse's consultative body will process it in accordance with
\ninternal procedures,\" he said.<\/p>\n
According to procedure, the House will issue the memorandum if
\nthe proposal is endorsed by the plenary session, then the
\nPresident has three months to respond.<\/p>\n
\"If the President ignores the first memorandum, the House will
\nissue a second, with the President given one month to reply. And
\nthe House may call for a special session of the MPR if the
\nPresident ignores the second memorandum,\" he said.<\/p>\n
The House is also investigating the President's alleged
\ninvolvement in the misuse of Rp 35 billion belonging to the State
\nLogistics Agency (Bulog) foundation. (rms)<\/p>",
