Visiting East Timor President Xanana Gusmao wrapped up his two-
\nday state visit to Indonesia by paying tribute at the Kalibata
\nNational Heroes cemetery in East Jakarta on Wednesday.<\/p>\n
Gusmao was accompanied by Indonesian State Minister for
\nAcceleration of Eastern Indonesia Development Manuel Kaisiepo
\nduring a wreath-laying ceremony.<\/p>\n
Later in the day, the president flew back to Bali and would
\nspend the night on the island with his family before heading back
\nto Dili on Thursday.<\/p>\n
Unlike previously stated, Gusmao would not be the key-note
\nspeaker at an economic seminar at Makassar in South Sulawesi on
\nThursday.<\/p>\n
2. KOMNAS: 22 x 2 lines<\/p>\n
Rights body urged to form regional chapters<\/p>\n
A candidate for the National Commission on Human Rights (Komnas
\nHAM), H.S. Dillon, expressed hope on Wednesday that in the future
\nthe government would establish commission chapters in the
\nprovinces to increase awareness of human rights.<\/p>\n
\"Commission chapters in provinces are badly needed to improve
\nour appreciation for the issue,\" Dillon said following a hearing
\nwith House of Representatives Commission II for legal affairs and
\nhuman rights.<\/p>\n
Dillon is among the 41 candidates for membership on the
\ncommission expected to attend the hearings, which will end on
\nThursday.<\/p>\n
3. OTDA: 22 x 2 lines<\/p>\n
Governors demand autonomy law revision<\/p>\n
Demanding more authority in the decentralization era, governors
\nfrom across the country asked President Megawati Soekarnoputri on
\nWednesday to revise the Regional Autonomy Law.<\/p>\n
Speaking with the president on Wednesday, the governors said
\nthe 18-month-old law had created internal conflicts between the
\ngovernors and the regents or mayors.<\/p>\n
\"The conflicts emerged because the law did not provide
\nauthority for governors to give sanction or coordinate with the
\nregents or mayors,\" West Java Governor R. Nuriana said.<\/p>\n
Nuriana, also chairman of the Association of Indonesian
\nProvinces (APINDO), was presenting the results of a three-day
\ngovernors' meeting in April to discuss the law.<\/p>\n

Public accountability needed for democratization<\/p>\n
In a campaign to safeguard democracy, the country is in dire need
\nto develop a new system that ensures public accountability of the
\npoliticians sitting at the House of Representatives, scholars
\nsaid on Wednesday.<\/p>\n
They shared the same thought that the latest move by the House
\nto foil an inquiry into a corruption allegedly involving House
\nSpeaker Akbar Tandjung has damaged the public's high hopes on
\nreform movement.<\/p>\n
Azyumardi Azra of the Jakarta State Academy of Islamic Studies
\n(IAIN Jakarta) and noted Catholic scholar Mudji Sutrisno accused
\nthat the ongoing trial on the misuse of Rp 40 million (US$4.4
\nmillion) in nonbudgetary funds of the State Logistics Agency
\n(Bulog) was merely a cruel joke.<\/p>\n
5. MILISI: 30 x 1 line<\/p>\n
Police chief backs banning of armed civilian groups<\/p>\n
National Police Chief Gen. Da'i Bachtiar expressed support on
\nWednesday for a policy to ban militant organizations, but said it
\nwould be difficult to carry out in the absence of a legal
\numbrella for its implementation.<\/p>\n
Da'i said civilians had no authority to possess weapons and
\nanyone doing so would face stern sanctions.<\/p>\n
\"Civilians are not allowed to possess both firearms and
\nhomemade weapons as it is against Emergency Law No. 12\/1951.
\nShould the civilians use their weapons to fight against other
\ncivilians, the police are authorized to seize them.<\/p>\n
\"But disbanding these groups is impossible, because we (the
\npolice) can only dissolve an organization if the government
\ndeclares it unlawful,\" Da'i told The Jakarta Post after attending
\na special meeting on political and security affairs in Jakarta.<\/p>",
